EDUTRUST SUPPORT SCHEME (ESS)
Diagnostic & Capability Upgrading for EduTrust Certification
Introduction
The APSC is pleased to announce that it is working with the Council for Private Education, IE Singapore and SPRING to launch the EduTrust Support Scheme (ESS) – Diagnostic & Capability
Upgrading for EduTrust Certification. With effect from 27 April 2010, we are ready
to receive applications from eligible PEIs for Phase 1 and Phase 2 of the Edutrust
Support Scheme (ESS), designed to help them prepare for EduTrust certification.
The ESS application forms are available on APSC website: www.apsc.org.sg. The Edutrust
Diagnostic Toolkit can be downloaded from the Council for Private Education (CPE)
website through the following link as indicated below:

Background
On 14 September 2009, MOE passed a new Private Education Act which made it mandatory
for private education institutions to register under an enhanced registration regime.
Within this new Act, a voluntary EduTrust Certification Scheme was introduced, to
serve as a as a pre-requisite set by ICA for the enrolment of foreign students by
PEIs.
EduTrust Support Framework
The EduTrust Certification Scheme assesses the PEI via 6 criteria. PEIs applying
for support via this channel will potentially go through 2 Phases towards the EduTrust
Certification, as outlined in the process below:
Phase 1: EduTrust Diagnostics Consultancy to identify the gaps
EduTrust Diagnostics support :
Cap @ $4,000 per area of upgrading OR 70% of the total cost (whichever is lower)
*Refer to CPE diagnostic toolkit
Phase 2: Capabilities Upgrading
Capability Upgrading support :
Max. 3 areas of capability upgrading
Cap @ $7,500 per area of upgrading OR 70% of the total cost (whichever is lower)
*9 capability upgrading areas have been identified.

REGISTRATION
- All applicants of EDUTRUST SUPPORT SCHEME must register with APSC
- PEIs may apply for Phase 1 (Diagnostics Consultancy Support) and Phase 2 (Capability
Upgrading Consultancy Support) separately.
